Dee Lowry

Dee Lowry is a senior healthcare leader and recognised advocate for Value-Based Healthcare (VBHC) and Technology Enabled Care, currently serving as Assistant Director of Value & Efficiency at Cwm Taf Morgannwg University Health Board. With a career spanning the NHS, Welsh Government and UK Policing, she has led transformation programmes focused on improving outcomes, enhancing patient experience and ensuring the sustainable use of healthcare resources.

A passionate champion of person-centred care, Dee's work focuses on designing healthcare systems around what matters most to patients. She has been at the forefront of embedding VBHC principles into service improvement, using outcomes, patient-reported measures, digital innovation and population insights to support better decision-making and more effective care.

Dee has a particular interest in technology-enabled care and the role of digital solutions in transforming healthcare delivery. Through remote monitoring, virtual care models and data-driven improvement approaches, she has helped support the development of services that empower patients, improve access to care and enable clinical teams to intervene earlier and more effectively. She believes technology should not be an end in itself, but a means of creating more personalised, proactive and value-driven healthcare.

Alongside her leadership role, Dee is completing a Doctorate in Business Administration at Swansea University, exploring how Value-Based Healthcare can be implemented successfully within complex healthcare systems. As co-host of the national VBHC Podcast, she brings together practitioners, researchers and leaders to share learning and inspire innovation across health and care.
