Simon is a Senior Lecturer in Healthcare Management; Programme Director for the PG Cert/Dip/MSc Healthcare Leadership (Elizabeth Garrett Anderson programme) and from 1st August 2024, Head of the Health Management Group at Alliance Manchester Business School, The University of Manchester.
Simon has worked in the health care and wider public sector for 25 years beginning his career as an economist at the Department of Health and then as a manager in the English NHS, where he was responsible for service delivery in acute hospital care, the management of multi-million pound budgets, with specific responsibilities for meeting strict performance and financial targets. These experiences gave him extensive knowledge, skills and understanding of working with and leading in complex environments, as well as influencing senior clinical staff and external stakeholders such as commissioners.
Simon has also worked in service improvement roles both at the NHS Modernisation Agency and at the NHS Institute for Innovation and Improvement across a number of distinct patient pathways (emergency care, elderly care, fractured neck of femur) to co-create innovative solutions to improve patient flow and experience, as well as hospital lengths of stay. This involved rapid reviews and evaluations of best practice evidence, as well as employing design thinking and prototyping.
For the past 10 years Simon has worked primarily in leadership and organisational development, coaching, mentoring and advising NHS staff on the NHS Leadership Academy's Elizabeth Garrett Anderson programme. He has also worked with scientific and technical staff undertaking the clinical scientific doctorate as part of the Higher Specialist Scientific Training (HSST) programme in terms of their professional leadership development. As an experienced facilitator of team and organisational development, group dynamics and change management, Simon is an accredited facilitator of the ExperienceChange™ simulation, the Oshry™ Organization Workshop and the NHS Leadership Academy's Healthcare Leadership Model 360. As part of this work, Simon has engaged with clients, such as Bidfood, MedDay Pharmaceuticals, Philadelphia Scientific, United Utilities, Trafford Borough Council and Channel 4.
Simon was awarded his PhD in Business and Management from the University of Manchester in 2016. He also holds MSc’s in Health Economics (University of York) and Health Care Management (University of Birmingham) and a first degree in Economics and French (University of Nottingham). He has also undertaken research on regulatory and oversight bodies, such as the Care Quality Commission. He has been commissioned by Health Education England (East Midlands) to design and deliver training and development for senior healthcare scientists preparing to apply for the Higher Specialist Scientific Training programme and has carried out an impact evaluation into the Faculty of Medical Leadership and Management Applied's work with health and social care organisations and systems.
From April 2022 to April 2024, Simon was the Non-Executive Chair of North Shropshire Primary Care Network.
