Gary started his career in Broadgreen Hospital, Liverpool, in the Finance Department, after studying Economics at Heriot-Watt University, Edinburgh. He left the NHS to join United Utilities on a graduate programme and over seventeen years did a number of roles in Finance, Operations, Capital Programmes, Regulation and as Divisional Finance Director for the Water business unit, and then the Non-Regulated business.
In 2009 he left United Utilities and returned to the NHS, to join Liverpool Community Health NHS Trust as Director of Finance. After six years on the Board, Gary moved to NHS England, as Senior Pricing Development Manager. In this role, he focused on developing payment methodologies to support new care models emerging from the Five Year Forward View. This has involved developing a new payments policy, guidance and support to the sector in implementing collaborative integrated care.
This work informed the recent payment policy shift from activity-based payment to a more population-focused blended payment. Gary and his team are currently working to develop this policy, though co-design with the sector, to support the objectives of the LTP and ICS development programme.
