A Fellow of the Institute of Directors with over 30 years in central and local government leadership spanning policy, large scale operations, strategy and whole service transformation, David has a wealth of experience in the public sector specialising in technology, digital and information leadership and provides consultancy services in these fields.

David now runs his own consultancy for integrating digital and strategic business plans, transforming services, advising multinational IT companies and reshaping technology services as well as being a Non-Executive Director in the NHS.

In Essex David was a member of the Executive Board from June 2015, leading on Place Operations and then Digital whilst remaining CIO and SIRO. He established the Smart Essex vision and ambitions, now built into the organisation’s business plans as well as putting in place the Heritage, Culture and Arts Strategy, the Housing Growth Strategy and embedding a commercial culture into the traded services in the council, driving up revenues by over 20%.

In the technology and information worlds he has established a strategy and delivery programme based on cloud adoption, supporting economic growth, shared services through collaboration and self-service through digital engagement.

Cost reductions of almost £15million have been achieved whilst transforming ICT services, in turn supporting the achievement of over £100million in wider efficiencies. The county council is a recognised national exemplar in information sharing through the Whole Essex Information Sharing Framework (WEISF) and multiple award winner across these services.

David was previously CIO for Westminster City Council where he set up and implemented an exciting new ICT strategy delivering 30% cost reductions and making mobile working a reality, winning international recognition as exemplars. As CIO and Head of Customer Services at Waltham Forest he established their Access to Services strategy, transforming IT and customer services to become national award winners.

Whilst in the Civil Service he also grew the Internet Services business for the Central Computer and Telecommunications Agency (CCTA), turning it into a successful commercial venture and worked on Schools capital policy and legislation in the Department for Education and Employment, including setting up the New Deal for Schools programme.
