Dr Tom Ling

Senior Research Leader, and Head of Evaluation
RAND Europe

Dr Tom Ling is senior research leader, and head of evaluation at RAND Europe leading evaluations typically of complex interventions in a variety of settings, focused on the key challenges facing organisations in health, well-being, and development, and using theory-based (theory of change based), mixed-methods evaluation approaches, along with identifying relevant metrics. He has a particular focus on quality improvement in service delivery and patient flow. This work aims to deliver embedded, relevant and timely evaluations, communicated effectively to decision-makers, and applying the highest research standards. Before re-joining RAND, Tom was Head of Impact Innovation and Evidence at Save the Children where he ensured that evaluations contribute to policy and change in the challenging environment of International Development. He has over twenty years of experience in researching and leading research projects and has published widely on evaluation, accountability and related topics. Tom’s work has been referenced in over 1000 publications. He is vice-President of the European Evaluation Society and contributes regularly to European debates on innovation.
