Joel is an experienced public sector commercial professional. His role in QTS is to work with colleagues and partners across the NHS and the wider public sector to create opportunities to improve outcomes for patients and staff, and drive value for money.
Before joining QTS he was a Deputy Commercial Director at Cabinet Office and HM Treasury, where he led procurement and contract management of complex services for the public sector.
He previously worked in the Department of Health, leading on innovation, PFI investment, companies and ventures, and supply chain areas.
He has extensive Board experience, including having held positions: as a Non-Executive Director of Dr Foster Intelligence; a member of the NHS Shared Business Services Audit Committee; a member of the NHS Property Services Assets and Investment Committee; and a Trustee of Avenues South East. He is currently a Trustee of the Children's Liver Disease Foundation and the Dartington Service Design Lab.
