Juliet Lyon CBE

Juliet Lyon CBE chairs the Independent Advisory Panel on Deaths in Custody (IAP). She is a visiting professor in the School of Law at Birkbeck. Previously, Juliet was the director of Prison Reform Trust and secretary-general of Penal Reform International.

The IAP works to prevent deaths, both natural and self-inflicted, in all forms of state custody. It is a primary source of advice to Ministers, and the Ministerial Board on Deaths in Custody, to enable them to meet their human rights obligations to take active steps to protect life. The IAP is an arm’s length body co-sponsored by MoJ, Home Office and DHSC.
