Josefa is a dedicated leader in integrated care and neighbourhood development, with a strong track record in building relationships across health, local authority, and voluntary community faith sectors to drive meaningful system change. With extensive experience in developing campus hubs and Integrated Neighbourhood Teams (INTs), Josefa has been instrumental in fostering collaboration between key stakeholders to improve local healthcare delivery.
A core strength of Josefa’s work is convening strategic and operational partnerships, bringing together leaders from Executive level down to Neighbourhood level to ensure alignment and action. Recognising the challenges of sustaining INT initiatives in the absence of dedicated funding, Josefa has successfully led and supported joint funding bids, securing resources that enable continued development and impact.
Currently, Josefa is working on advancing MOSAIC and LCR connectivity / integration of local Adult Social Care and Health ICT systems, ensuring seamless data sharing between services. Their work is particularly impactful in primary care, having recently led discussions on INT development with ARRs staff, supporting multi-disciplinary collaboration.

Their ability to navigate complex partnerships, align priorities, and secure sustainable funding has been critical in advancing neighbourhood-based care models.
