Mr Bill Shields

Bill is an experienced NHS and finance leader, currently in the role at NHS Devon ICB as the Chief Finance Officer and Deputy CEO. He has previously worked in the Southwest as interim Chief Executive of Royal Cornwall Hospitals NHS Trust and director of finance and performance at the Southwest Strategic Health Authority. Most recently, Bill was the CFO for Bermuda Hospitals Board, where he established and delivered a financial recovery plan and strategy, which has moved the organisation from a $50m deficit to break-even in two years. Skilled in financial turnaround and performance improvement, Bill has previously held roles as chair of the audit committee at the Chartered Institute of Public Finance and Accountancy and as president of the Healthcare Financial Management Association.
