Rupert Bailie

Rupert has been central to HMPPS’s response to the SARS-Cov2 pandemic since January 2020, now leading on internal public health advice, scientific and clinical collaborations, and contributing to the command-level management of the whole prison and probation system. In his role as a senior leader across HMPPS’s health partnerships since 2012 he led the prisons service’s engagement in Exercise Cygnus, the government’s pandemic preparedness exercise in 2016, and the subsequent prison & probation resilience planning for influenza pandemic. A civil servant since 2003, he has previously worked with drug users and sex workers during the AIDS pandemic, and in a range of HIV & drugs education, treatment and prevention programmes. He has an academic background in Philosophy and Engineering.
