Associate Director for UEC and Patient Flow

Sarah Williams obtained her nursing degree in Adult Nursing BSc, beginning her career in Critical Care in West Wales. After eight years in Critical Care, she transitioned to Site Management and Patient Flow as a Site Manager, where she led hospital flow management. It was here that her passion for UEC (Urgent and Emergency Care) system flow began.
As she progressed in her career, Sarah took on the role of Senior Nurse Manager (Modern Matron) for Site Management and Patient Flow. In this capacity, she led various UEC initiatives aimed at improving the Emergency Department (ED) and flow processes, ensuring patients received the right care in the right place at the right time. Sarah became particularly involved with the Welsh Ambulance Service (WAST), working closely with them to enhance the understanding of category response times and how hospital performance affected patient access to services. A key area of focus for Sarah was ambulance handover times, where she passionately led efforts to achieve the national standard of 15-minute handovers.
In October 2024, Sarah joined the Worcester and Herefordshire Integrated Care Board (ICB) as their Associate Director for UEC and Patient Flow. In this role, she leads a range of quality improvement projects in partnership with external partners and providers to deliver high-quality UEC services. Her focus in this role has been on improving patient flow and discharge processes, addressing ambulance handover delays, and engaging with system partners to foster a collaborative, whole-system approach to challenges.
As she continues to advance in her role, Sarah’s main priorities are ensuring operational excellence, compliance with quality indicators, and facilitating smooth discharge processes. She is deeply passionate about healthcare improvements and strives to implement collaborative solutions that drive positive, complex change while enhancing patient experiences within the demanding UEC field.
