Mr Sai is a highly accomplished healthcare industry expert with over 25 years of experience in primary care, population health management, and large-scale transformation. As the Group CEO and Partner of Modality Partnership, an award-winning NHS GP super-partnership, he oversees the delivery of primary healthcare and community services across the United Kingdom.

A seasoned professional and a Fellow Chartered Accountant, Mr Sai has played a pivotal role in the significant diversification and expansion of Modality's national footprint since joining in 2015. Under his leadership, the partnership has grown from 2 sites serving 25,000 patients to a remarkable scale, now with a reach to over 7 million citizens across 51 sites in 10 regions of the UK. Notably, Mr Sai is the only non-clinical owner among the 130-GP partners, exemplifying his dedication to future-proofing General Practice and the Partnership model.

The exceptional work of Modality Partnership has gained national and international recognition. Its innovative approaches to primary care have been rigorously evaluated by prestigious organisations such as the Nuffield Trust, King’s Fund, and The Dartmouth Institute for Health Policy and Clinical Practice. Furthermore, the partnership has been honoured with national nominations and awards from Health Service Journal, British Medical Journal, Health Investor and Health Tech Newspaper.

Mr Sai's unwavering commitment to patient care, community well-being, and the professional development of his partners and staff is evident in the numerous initiatives and innovations he has spearheaded at Modality. From streamlining back-office functions and implementing digital automation to investing in comprehensive training and development programmes, he consistently strives to improve the working environment for his team. Mr Sai is passionate about fostering knowledge sharing and promoting family values within the partnership, General Practice, and the broader healthcare community.  He is the Founding Chair of the At-Scale Primary Care Networking Group, a collaborative platform for leaders in influential large-scale primary care providers, managing a patient population exceeding 2.5 million across 10 regions of the UK.  In recognition of his outstanding contributions to General Practice, Mr Sai was bestowed with an Honorary Fellowship by the Royal College of General Practitioners, an honour rarely conferred upon non-clinically trained professionals.

Prior to his tenure at Modality, Mr Sai worked at Aetna, a Fortune 500 Managed Health Care Company based initially in Hartford, Connecticut in the US before moving to London where he was appointed as the Managing Director of a business unit accountable for shaping the strategy and implementing the setup of the company's new business focused on delivering health management services to health commissioners in England initially.  The geographical scope of this venture expanded to Western Europe and the Middle East.  Under his leadership, the business successfully launched a number of commissioning offerings including but not limited to targeted informatics advisory, and a telephonic outreach long term conditions management service (HSJ Award winner in 2010).

While at Aetna, Mr Sai also held senior roles as head of Health-related Financial Solutions, a product business unit focused on developing consumer-oriented health-financial offerings.  He also served the role of Deputy Chief of Staff in the President’s office and was responsible for supporting enterprise-wide strategic projects that include new product launch initiatives, assessment of emerging market trends, and key growth opportunities for the company.

Mr Sai has also worked with private and public sector clients across Australia, Hong Kong, and South Korea during his time as a consultant at Deloitte Consulting. He excels in strategy development, complex economic modelling, outsourcing implementation, shared services implementation, large-scale programme management, and management reporting.

Mr Sai qualified as a member of the Institute of Chartered Accountants in Australia in 1999, graduating as the top student in his Honours year. He holds a Master’s degree in Accounting and Finance from the University of Western Australia and an Executive Certificate in Strategy and Innovation from the Sloan School of Management at the Massachusetts Institute of Technology.

In addition to his professional roles, Mr Sai actively contributes to healthcare innovation. He leads Pathfinder Healthcare Developments Community Interest Company, a social enterprise with a mission to advance global universal healthcare. Mr Sai also serves on the Board of Directors at SonALAsense, a US-based biotech start-up that is developing non-invasive technologies with the potential to revolutionise cancer treatment. He also sits on the Board of Sanius Health, a health tech startup focused on providing specialised support to individuals with rare diseases.  He also volunteers his time to support other start-ups as part of his role within NHS Innovation Accelerator. 

Mr Sai's commitment to advancing healthcare extends to education. He holds the positions of Visiting Associate Professor of Practice and Health Executive in Residence at the Global Business School for Health at University College London. Additionally, he is a distinguished guest expert lecturer at the School of Health Sciences, University of Brighton, NHS Confederation and international forums at the request of the Department of Business and Trade to promote bi-lateral trade opportunities. He was also a Visiting Fellow at the School of Health and Social Care, London South Bank University.

In his free time, Mr Sai also volunteers as a Level 1 FA certified football coach for Broomwood FC, a local grassroots club.  He has been a coach since 2016.
